MISSION / VISION
The Assocation promotes and represents common business interests and strives to improve business conditions for individual Indian Land and Mineral Owners.
PURPOSE
The Association is an Advocacy Agency that is dedicated to promoting the interests of their Members, informing and educating on leasing, development of Oil & Gas, and for the protection of the environment and for promoting responsible drilling.
ADVOCACY
Individual Allottees own 70% of the land and minerals on the Fort Berthold Indian Reservation. The BIA has regulatory jurisdiction on said land.
We work closely with the Fort Berthold BIA Agency, the MHA Tribal Council, the State of North Dakota, the Bureau of Land Management, the Mineral Management Service, the Bureau of Indian Affairs, the Secretary of the Department of Interior, and with our friends in Congress and the President Obama Administration.
The Fort Berthold Indian Reservation is situated in the middle of one of the world's largest "oil plays" called the Bakken Formation and there are confirmations of another oil formation beneath called the Sanish / Three Forks/Bird Bear/Tyler.
The FBALMO Association was established as a result of the Treaty at Fort Laramie of 1851, the Executive Order of 1870, the General Allottment Act of 1887, and the Executive Order of 1891, and also the United Nations Declaration on the Rights of Indigenous Peoples.

1. Indigenous Peoples have the right to determine and develop priorities and strategies for the development or use of their lands or territories and other resources.
2. States shall consult and cooperate in good faith with the Indigenous Peoples concerned through their own representative institutions in order to obtain their free and informed consent prior to the approval of any project affecting their lands or territories and other resources, particularly in connection with the development, utilization, or exploitation or mineral, water or other resources.
3. States shall provide effectives mechanisms for just and fair redress for any such activities, and appropriate measures shall be taken to mitigate adverse environmental, economic, social, cultural or spiritual impact. ~~~~~~~~~~~~~~~~~~
THE BOARD OF DIRECTORS
The Association's Board of Directors is comprised of 11 tribally enrolled members who are elected by the membership for a term of three years. The first elected Board was created in the Associations annual meeting in December 2008.
The President of the Association is Mr. J. Pete Hale.
